The Council of Ministers of the Peace Government has issued Decision No. 10 on the organization and facilitation of the work of national and international humanitarian organizations for the year 2026, lifting the suspension of the activities of Médecins Sans Frontières France (Doctors Without Borders France) and calling for a conference on humanitarian issues.
The decision, taken by the Council of Ministers on the basis of the Sudanese Transitional Constitution of 2025 and on the recommendation of the ministerial committee established under Decision No. 8 concerning the memorandum of the President of the Humanitarian Access Authority on the work of national and international humanitarian organizations, exempted all national and international humanitarian organizations from registration and accreditation fees until 31 December 2026.
The decision instructs the Humanitarian Access Authority, in coordination with the relevant ministries and bodies, to adopt a single window and simplified, clear procedures with specific timeframes for registration and accreditation, the signing of technical agreements and the issuance of the necessary permits.
This is to avoid multiple interlocutors and repeated requests, and to guarantee the rapid processing of procedures and the smooth flow of humanitarian aid, without delay or unnecessary obstacles.
Under the decision, national and international humanitarian organizations are required to register and obtain accreditation with the Humanitarian Access Authority, to coordinate with it on their plans, programs, areas and sectors of intervention, and to provide it with the necessary information and reports for the purposes of coordination, preventing duplication and ensuring equity in the distribution of aid, without undermining the independence and neutrality of these organizations or the principles of humanitarian action.
The Humanitarian Access Authority is tasked with central coordination between organizations, ministries and competent authorities, facilitating the movement of humanitarian personnel and supplies, urgently addressing administrative obstacles and holding periodic coordination meetings with organizations and concerned parties.
The decision lifts the suspension of the activities of Médecins Sans Frontières France as of its date of issuance, provided that the organization undertakes, in coordination with the judicial and competent authorities, to take the necessary measures to compensate and deliver justice to the Sudanese victims of the rape case involving employees of the organization.
The Council of Ministers decision instructs the Humanitarian Access Authority to call for a conference on humanitarian issues, bringing together United Nations agencies, international and national organizations and local and regional humanitarian actors, in order to discuss the humanitarian situation and agree on a national strategy to address the humanitarian catastrophe and move to recovery and early recovery.
