President Daniel Chapo has taken a decisive step in his governance by requiring the signing of performance contracts with each of his ministers. During a solemn ceremony in Maputo on December 16, 2025, the head of state formalised this commitment, setting strategic objectives, performance indicators, and precise deadlines for every ministerial sector.
A clear affirmation of a new governance model
For Daniel Chapo, this initiative goes far beyond a simple administrative act. « This is a moment of clear affirmation of a way of governing, centred on responsibility and concrete results for the Mozambican people, » he declared. The president recalled that this initiative fulfils a promise made during his inauguration on January 15, 2025, when he committed to establishing governance guided by clear and measurable indicators.
Evaluation based on results, not Rhetoric
These performance contracts now constitute the formal framework for evaluating ministers. « From now on, each minister will be evaluated not by the speeches he makes, but by the results he presents, » the head of state emphasised. The objective is to strengthen transparency, accountability, and efficiency within the public administration.
A solid foundation for national development
The president justified the end-of-year signing by the need to lay solid foundations: the design of the National Development Strategy, the preparation of the Government’s Five-Year Plan, and the development of the Economic and Social Plan had to be completed first. « Without these instruments, it would be impossible to demand contractual results, » he explained.

President Daniel Chapo delivered a clear message to his ministers: « The Mozambican people are not waiting for miracles. They are waiting for seriousness and hard work. They are waiting for the state to function and serve them. » He called on his collaborators to combat « paralysing bureaucracy, » fight corruption, and make their sectors « effective instruments of development. »
